Add new Sides to an extension

It would be great to be able to add new Sides to an extension.

Adding new factions or countries is a pretty common feature of expansion sets; seems like it should be part of the extension functionality too.

I’m assuming that silence means that either this is more difficult than it sounds, or that it’s not likely to be implemented?
