Is it possible to have Vassal put the tiles somewhere else?
It sticks them under User/AppData/Roaming/VASSAL/tilesm which is not at all a good solution for me.

What’s the problem with that location?

~/AppData/Roaming/ is for roaming user profiles as part of an AD domain. All files there get synced with the server – and use up quota and bandwidth.
Best to stick large files – especially those that can be recreated for each computer – in ~/AppData/Local/
Yeah, that’s the issue - it wants to synch my files with the server, and I don’t want it to.
So is there any way?

I had another automatic update of my computer last night, and again it synched my tiles to the server.
