bluemax and copyright

hi,
I would like to play a custom version of “bluemax”, but, the original module has been retired from vassal (copyright)
It is possible to create a “private module” to play the game with friends (so i would respect the copyright).

It is possible and legal to create its own version (homerules) of bluemax with vassal ? to play with friends (no public page) ?

You can create whatever you want for your own use. Copyright is about
distribution only.

so I would like to create a private module of homerules for bluemax to play with my friends, could someone send me the old bluemax module privately so I could create my private game from it and not from zero ? by email for example ?
