It would nice for the trait: “Can Rotate” facing property be ably to follow a “Global Property” like “Layer” “Level” can.
It does have a property - see
vassalengine.org/wiki/Faq_modules#Properties
You can assign that property to follow another GP or DP using $xxxx$ syntax

Where would you assign it to follow.
Layers has the Follow Property check box.
I could never find a trait that would trigger it to rotate to a GP/DP.
I don’t use rotate much but looking at it now, you know, that’s a really
good point - it depends on _Facing or _Degrees, but there is
nowhere in the trait definition to define the Name like you can in Layer,
and like you say it does not have a follow property option either.
Need to check 3.2 builds to see if this was addressed, if not it is
something to add as RFE and should be relatively easy to do (both parts)

Yeah. Not a big deal for me anymore, but it might save someone else a headache in the future. I finally ended up redoing the entire piece with layeres, but it took me an entire weekend of fiddling to give up on rotate then another day of making 90 layers for my dial 
(4 dials with 15 facings).
I probably could have designed it simpler, but by then I fell in love with the piece.
