I know I can get it from GMT’s website, but I just wanted to let someone (?) know that the link here at Vassal is to upload a file - not download it.
Looks like this still isn’t fixed 6 months later. 
I just tried to get it too – when you click the link, it thinks you want to upload it.
The module is over 50MB in size. This site can only hold files 50MB or less. You need to get it from the GMT link under comments.
We are currently storing all the modules larger than 50mb here in this
folder temporarily till they are uploaded to the server
