The Battle Packs are listed as bei9ng included in Base Module but I cannot see the scenarios.
What am I missing? Apologies for a newbie query

Which specific project are you talking about? There are a number of matches on Combat Commander? - Again, read the How to report problems.
Both Combat Commander: Pacific and Combat Commander: Europe seem to provide Battle Pack’s as module extensions. To put those extensions in, download them, and use the Vassal module manager to add those extensions to the module (right click the module, and choose Add extension … or similar).

It is not possible to download the Battle Packs - all of them say that they are already included - they aren’t. I did visit VASSAL nine years ago and did little with it. I am now trying to use it - so yes a newbie still.
I don’t know what you mean “not possible to download”, nor “say they are already included”. Clearly you can download the .vmdx files from the various projects, and there’s nothing in the description that says the extensions have been included into the main module.
I just downloaded CombatCommanderEurope-2.6.4.vmod from Combat Commander: Europe, and added it to the module manager (File→Open module…).
Then I took 1._Combat_Commander_-_Mediterranean-2.6.3.vmdx also from Combat Commander: Europe and added it to the module above (Right-click the module Combat Commander: Europe, and then select Add Extension…).
That all seemed to work fine.

If these images are in extensions, and the corresponding Predefined setup’s are those that refer to those files, then shouldn’t those Predefined setup’s live in the extensions rather than in the main module?

There are so many relics in the module from previous versions that a lot of those missing images are likely coming from that. At least that’s my best guess.
While I have been taking steps to update things, I’ve often found the if it’s not broke don’t fix it approach to be safest whenever I run into those missing images, etc.
On whether they are in the extensions and somehow also in the base module, I’m not sure. But one of the things I’ve been working on is merging all the extensions into the main module in the hopes of doing away with them (I’ve got the Combat Commander ladder group beta testing things). So, if they aren’t relics and are instead just oddities in how the pre-defined scenarios were created, etc., the merger should hopefully clean things up.
