How did you go about loading the extension? As an aside, it looks like you might be storing your modules in the VASSAL installation directory. I would strongly discourage this–modules are data, not programs. They are best stored in your user directory.

What JoelCFC25 said. The problem is most likely that your user account doesn’t have permission to write to the directory where VASSAL is installed.
