Can somebody extend me the courtesy of telling me how to start the turns in this game module?

I setup to board according to the official second edition rule book pdf download, but I can’t seem to get the ball rolling.

I’m playing offline, so I assume the AI works, but I see no other player has setup there units on the map.

Does offline play not work?

Vassal games don’t include AI.

So how does the offline game work? Is it like hotseat?
