A couple of problems with that. First, I thought the units in the “Out of Play” box were the units that weren’t in that scenario, so they can’t be recruited.
Also, in the game you need to draw 3 blocks at random, then pick one to recruit. Choosing “Recruit to XXX” doesn’t allow for that. Unless I’m missing something.
