I cant think of a way to automate this, but you can restrict it by using a
Dynamic Property controller and restrict all other commands except the one
to complete the maneuver while the DP is true

I had the same problem with the Car Wars module. In a ‘bootlegger reverse’, a player spends two turns changing the direction of his car 180 degrees. On the second turn, all he can do is complete his move. But there didn’t seem to be an easy way to automate this process in Vassal.

In the end, I decided it was just easier to give players the ‘atomic components’ of each move (move forward/backward a fixed distance, turn left/right a fixed angle, etc) and let them construct their own moves. Then they would have as much flexibility as they would with the tabletop version to select moves.
