I made a PR - see here.
This does what I proposed above - adds interfaces to search forums, post new topic to forums, and message owners directly. Subject lines are filed in with project title, and body has a link to the project page. See also screenshot in the above PR.

Suggest adding the word ‘Module’ to the Discussion and Support buttons to clarify that the selected message topic is part of those two forum categories. But this looks great.
I added a comment to the PR suggesting “Message All” instead of just “Message”, for clarity, but otherwise this looks great.
I have updated the PR. Note, the second screenshot does not show the update to the sub-forum table - but it is there in the PR.
