I have to re-install every time...

i recently downloaded VASSAL 3.2.1.6 and every time i open it i have to re install it. even when i select create shortcuts on my desktop and start window it just doesnt. I am on Windows 7.

What do you mean by “I have to re install it”. Why do you think you
have to do that? What are you seeing?
