Is it possible for games companies to charge for Modules?

Hi All, a quick question. Is it possible for games companies to charge for the download of Vassal modules of their games?
I appreciate that Vassal runs on donations so wasn’t sure what the ruling would be.

Sure, if a publisher wanted to set up something like that, they could.

In fact, it’s been done. The real trick is copy protection which hasn’t worked out so well to the best of my knowledge.
