Is there a way to sort modules by publishing date?

If you mean on the page for a particular game, then no, the module tables are static text manually entered by the page editor (with the help of a template), so the only way to reorder them would be to edit the page.

Edit: the http://www.vassalengine.org/news page list some new modules, but again, has to be manually updated, so many modules aren’t listed there.

Edit 2: http://www.vassalengine.org/wiki/Special:ListFiles has a list of every file uploaded to the wiki, in reverse chronological order–I think that’s about as close as you can get.
