VASSAL started as VASL, which stood for Virtual Advanced Squad Leader.
Rodney realized that the engine could be useful for games other than
ASL, at which point VASSAL came into being and VASL became a VASSAL
module. This would have been before 28 March 2003, which was the
release date for VASSAL 1.1.8 and the earliest release for which I know
a date.

I know that VASL 3.02 was current 17 April 2001 (from the earliest
version of vasl.org that archive.org’s Wayback Machine has) and I found
a reference to VASL (sans version number) in the July 1998 issue of the
View from the Trenches newsletter. I have it in my head that the first
release was in 1997—possibly Rodney told me this in person?—but I
don’t have any evidence to hand supporting that. It can’t have been
released before 1996, since the first release of Java is from January
1996.

The best I know of is the CHANGES file in our source repository:

That will at least give you an idea of when some features were added.

Vassal 1.0.1 was released Jan 3 2003 and was an urgent bugfix for the original 1.0 because of a nullpointer error when trying to connect to the server. The original Vassal 1.0 was release on Dec 31 2002, everything before that was 1.0beta#'s.

Further historic tidbits:
Some of the very first modules to be released in the first few months of vassal’s release were
