Question regarding card games

I’m a teacher, looking to create a virtual card game as part of a science lesson. I have an actual card game that I have kids play, but with COVID restrictions I’d love to be able to move it online. I’m looking for a way to program a card game with rules similar to Uno. Is Vassal something that could do that?

Vassal works quite well for card games. I’ve made a few for my group, Mille Bornes, Waterworks, Clue, etc. I’m working on Sleuth at that moment. So, I’m sure that a game similar to UNO would be quite easy to throw together.
