Restrict access to a deck during some phase

Hi,

Do you see how to restrict access to a deck during certain phases of the game ?
I tried to define a Global Property with 2 values for the phase, and a Deck Global Key Command with a Matching Property, but this property seems to apply to the cards in the deck, not to the Global property.

Any idea ?
