Unable to add Decks to module?

So I’m new to Vassal module creation, though I’ve played games through it a fair amount, and I’ve run into an early snag.

I’m trying to create a reasonably playable version of Dominion and I can’t seem to add Decks to my Playing Area. Anytime I select “Add Deck”… nothing happens. Do I need to create cards before Adding a Deck? From reading the card game tutorial it would seem that the opposite of that is true… any ideas?

You need to create a Deck, then add cards to it one at a time. You won’t see them on the map until you start a new game.
