I noticed that file uploads have a 200Mb limit, is this the effective limit on module size or is there another way to submit modules that bypasses this limit ?

It’s just to keep people from uploading files of unlimited size. The vast
majority of modules are below that limit naturally. If you have a module
which is larger, let me know where I can find it and I’ll upload it for
you.
