Vassal 3.2.2 fails to open

Model: Cyberpower C-series (???)
OS: Vista home SP2
CPU: AMD Phenom IIx4 955 3.2GHz
Memory: 4.0 GB
Video: M-Board integrated; AM3 Crossfire
Vassal: 3.2.2
Java: 1.7.0_17-b02

Want to play ST: Fleet Captains on vassal but it requires the latest version which I have not been using. Have been playing games on Vassal 3.1.19 and havent had a problem of any kind. Downloading 3.2.2 went fine, but everytime I open it a failed window (red circle with X) pops up saying “a device attached to the sysytem is not functioning”.

I have deleted and and tried numerous times only to have the same window pop up.
Could there be an issue with two versions of Vassal being on the same comp?

Any help would be great and I must admit I love games but I have not advanced in computers at all.
Pretty much a computer idiot. Probably a few grandpa’s out there that know more than me.

Every time you open what? The VASSAL installer? VASSAL?

Yeah, sorry bout that. Guess more info is needed. Heres the deal; A year or two ago I went throught the download process with the previous version (3.1.19). Everything went fine. It added an icon to my desktoop, placed the file in the programs tab with the “start” button, and it also had the Vassal installer (also called wizard??). All of that loaded fine and was able to load modules and play games fine.
However, the Fleet Captains module needs 3.2.2 instead. Going through the download process on the Vassal site all it does is put a file with the following name: “VASSAL-3.2.2-windows.exe” into a download folder on my computer. No choice for desktop icon, nothing into the “all programs” area, and no wizard or vassal installer. Just have a .exe file sitting there. When I click on it all that happens is that error window pops up mentioned in previous post.
Also, I have tried updating Vassal through the help button on the vassal window that is associated with the old version (opens from the desktop icon). All that does is bring me to the Vassal website and right to the same issue as above.
I hope this is ebough info for some help, cause thats all i got.
Thanks

The file you have, VASSAL-3.2.2-windows.exe, is the installer. If it’s
not running, one possibility is that it’s corrupted. Have you tried
downloading 3.2.2 again?

Also, check that Vista is up-to-date. I came across this when searching
for your error messge:
