I think you can re-roll N’orr’s re-roll. The AC says any combat roll, and I don’t see why this wouldn’t apply.

Regarding xfering leaders between ships, is that only done at the end of activation?
Could I activate a system, xfer admiral to DN, then move DN? Or not?
Leaders are transported like gf. This means you can pick one up from a planet at any point during a movement. However, they can only leave a ship during the planetary landing step. During the planetary landing step you can move a leader directly from one ship to another. Also of note, this means if you are moving two ships into a system that will result in combat, you can’t move your leader from one ship to another until the space battle is resolved.
If you want references from the rules to support this let me know. At the moment I’m too lazy to look it up and copy/paste.
