I have owner permissions and I select the pencil which shows the existing photos and the big plus button. I click on the plus which lets me browse to an image and select it but after that it just goes back to the main page. No new image/caption to edit??

No, nothing. It acted like I didn’t pick a file and just returned to the main screen with the big + button.
Open the browser console before you try uploading an image. Do you see any errors there?
I didn’t see anything new pop up in the console when I tried it, but eventually the screen had a message:
NetworkError: Request failed
Would you show me a screenshot?
There ought to be something in the browser console when you get that error. E.g, there should be something showing what HTTP request failed. Would you please check again?
The bad news is that I didn’t see ANYTHING appear in the console.
The good news is that this time it worked!
I did nothing different. Perhaps it only works on Saturdays? 
I’m glad it worked this time. If you really mean you saw nothing in the console, you’re not looking in the right place, or you didn’t have it open before uploading the image—you should see HTTP requests in the console no matter what.
Oh, I had to switch from Parent Process to Multiprocess in the Browser Console and then I could see output.
If the problem recurs, please show me what’s in the console when it does.
