Can't open Vassal 3.7.17 to install

Windows 11 OS, 64X86 Acer laptop. I seem to be stuck when Microsoft asks if I trust this file, which I answer ‘yes’. 3.7.16 works just fine.

Also, 3.7.17 is no longer current.

Thank you, Joel!!! I solved the problem by switching my browser from Edge to Firefox to open and install 3.7.18.
