Chart Window - no title, unless using a non-english language

I have this simple chart window configuration in a module:

The resulting window has no title:

Except - alternate languages are configured - when a non-english language is selected and the module restarted, the window will display with a title:

What’s the last version where this worked?

Apparently, never.

Where never = before Vassal v3.2.17.

Confirmed by adding this component to a module using Vassal v3.2.17:

During the edit of the component, the chart window assumes the title of “Chart Window Menu”. In the player, it is simply blank.
