Compass Third World War Set Up - Where are the Neutral Counters for Setup?

I’m setting up a new game of the Compass Third World War Signature Edition. The Vassal mod is fabulously done which is making setting up all the counters very easy. I’m setting up the Combined game playing solo. I have version 1.12 with Vassal 3.7.6.

I see all the set up for NATO and the PACT for maps A-D. I also see the Persian Gulf NATO, PACT, and Neutrals. However, I don’t see any of the Neutrals (Yugoslavia, Austria, Sweden, Finland, etc.) for maps A-D.

Where can I find the Neutral initial setup and reinforcement mats so that I can place all these counters?

Any help is appreciated.

Use the counters of the independent scenarios? They should be there.
Also, good luck for trying to solo this monster.
