I have almost complete reworked ‘Ancient Civilizations of the Inner Sea’ almost all the artwork has been modified. I do not see any way (since I am not an owner) to Create a new Package.
For the modules I am an owner I see the edit pencil. What is the correct way to add this revision?

If the best way to think about this module is that it’s a progression from the existing one, you should contact the current owners of the project page to see if they’ll add you as an additional owner.
On the other hand, if it’s so substantially different that it’s best thought of as an alternative (competitor?) to the existing module and/or the existing project owners can’t be contacted or don’t want to add you as an owner, you would create a new project page, the link for which is in the documentation above.
