There is one important change in v1.17 that is not reflected in the Vassal module.
Previously there was a contradiction in the rules as to when a player could decrease EF/ MF allocations. It has now been clarified that it is done at the start of the Production Phase (see v1.17 rules, 21.37 and the Game Data sheet).
However the Player Aid on Vassal still has deallocation at the end of the Production Phase.
Hope that is clear and it is easy to change, as it could be very confusing for a new player.
