We’ve removed the terribly outdated Reference Manual pages from the wiki and replaced them with the current Reference Manual outside of the wiki.
You can now find the 3.5.8 Reference Manual at https://vassalengine.org/doc/3.5.8/ReferenceManual, and the latest for any full release at https://vassalengine.org/doc/latest/ReferenceManual.
