OK, this is bizarro! 
I still can do it even with the latest SNAPSHOT. I load the game. Refresh All and can’t select the hex-outline with Alt-Click. Using Windows 10.

Ah! From your screenshot I can see you aren’t using the right snapshot (you are using 2de37007). The snapshot you want is 16b60e0f1. (The one you are looking at was actually built earlier than the correct one and doesn’t contain the fix you need – but note that even if a snapshot is built later that may not be a guarantee that it contains everything that was in an earlier one)
Let me know how you do with 16b60e0f1?

You can uncross them…they’re fixed 
My apologies for testing with the wrong build. I simply assumed the last build in the list was the one I needed. My bad.
