I’m having difficulty scrolling the map to the left or right. I don’t see any scroll bars. The scroll bars exist for the ‘up’ and ‘down’ but not for left and right.
As a result I can’t zoom in on the far left British units nor the Colonial units on the right.

You need slashes, not backslashes, in your URL.
Here are some things to try:
Try adjusting the divider between the chat pane and the map.
Try maximizing the VASSAL window.
Try resizing the VASSAL window (in particular, try making it not
quite so tall).

OK, maximizing the vassal windown did it, even though it was maximized. Clicking on it again seemed to do it. Thank you.
