I’m creating my own boardgame and after several iterations on a whiteboard I want to really test it thoroughly with a friend. The game is hex-based and uses a few tokens. Is there any Vassal module that includes that and I could use for my prototype?

There isn’t anything exactly like that off the shelf, but it would be
really easy to create a test module like that.
The hex grid and blank map can be created very easily with the map board
section of Vassal.
Tokens or pieces take a bit more work, but I think you could find a way to
do something quick with some of the piece creation tools that are already
there.
Or you could just make some simple designs using a drawing or painting
program and import them. Or you might find some clip art you could use for
that purpose, although you might have to scale the clip art to get it to
fit with your hex size.
I would think you could do this in 30-60 minutes, depending on how quickly
you are able to find the right parts of Vassal to use.
