Is the vassal server code included in the source?

Does vassal exclusively run on one server provided by the authors, or can a person
run their own server for people to connect to?

You could set up your own server, however it would require a (minor)
modification to the VASSAL source code to tell your copy of VASSAL to
connect to it.
