Scientists give +1 to tech discount, not double, so I believe you’re at a discount of 5. Also:

Deep space cannon is a red tech, cost increased by 4 due to technology tariffs

So if I read correctly, it should be something like:

Neural computing: 1 resource (from secondary)
Racial: free if usiing primary freebee + neural computing
Deep space cannon: 5 (12 - 7 from discounts)

There might be a way to do it more efficiently, but from what I can tell this is the cheapest way

Actually, good question for jp, do our tech discounts apply to racials with research grant active? I know that technically they’re colorless, but that law makes it a little ambiguous
