Mark When Moved always creates command

There is a difference in behaviour of “Mark When Moved” trait vs “Movement Trail” trait. When I clear “Key Command” field for “Movement Trail”, it won’t be visible in piece popup menu. However, “Mark When Moved” always show it’s command there, even with empty “Command” and “Keyboard command” fields. I want to disable both of those fiels, so counters will always show movement trail & moved status with player unable to turn it off or on selectively (the only option that remains is to use global clear movement button).

Can this issue with empty menu item be fixed?
