Pax Porfiriana - San Germain Tannery won't take Unrest

I’m one player of five in an email game of Pax Porfiriana. We have one Enterprise, the San Germain Tannery, that won’t bring up the option of Unrest when we right click on it.

Can someone look into this?

Have you tried contacting the maintainer of the module about the problem?

I am in email communication with him–I can’t replicate the issue, so I have a strong suspicion that module version mismatch with at least one of the other players is the root of the problem.
