In module version 3.5.4, the Property Sheet “Description” and “Menu Command” values are automatically deleted when the property sheet is opened for editing in module edit mode.

I can reproduce the problem from your description. We’ll look into it.
This bug has been noted as 14310. The test build VASSAL-3.5.5-SNAPSHOT-ced5666 has a fix for the bug: vassalengine.org/builds/
