I don’t know if this is listed somewhere but just to be curious, what hardware and capacity is the server. I wonder if some of the lag is because it doesn’t have enough horsepower to handle the traffic, especially during peak hours? Just curious?

Joel U. has gone into detail on this elsewhere, but server resources greatly exceed the requirements for even peak times. The load imposed is almost negligible.

The server has an 8-thread Xeon E3-1230 V2 at 3.3GHz, and 16GB RAM.
The max 1-minute load average from the past month was 2.87. That is,
at the time in the last 30 days when we were using the most CPU, we
still had 5 of our 8 cores idling.
Over the same period, max memory usage was 6.7GB.
These stats aren’t what I’d expect to see if the server was too anemic
to handle the load.

Fair enough, thanks for the answer:) Connection problems with my friend are probably on his end then.

Is his ISP AT&T? If so, then I think that’s very likely.
OTOH, if someone can demonstrate that the problem is ours, I’d
appreciate that as well—I just don’t have any evidence supporting
that hypothesis at the moment.
