Hacan’s place on the track is correct - he’s got an artifact. Winnu is just missing from the track altogether.

I think for once I have everything right. On a quick note, with refresh planets, if you don’t state that your using their ability, I will not refresh them.

I apologize for the delay, but I would really like to see the next objective (a bonus counter was removed from bureaucracy) before selecting my strategy. I was hoping JP would remember - kicking myself for not saying it more clearly than in the quoted post.
