In the standard setup one U-boat should be spent but both are Fresh.
All of the event cards should be out of the discard pile so they can be added to the deck each new year. Currently the entire discard pile has to be manually emptied and the cards sorted.
Those are things the module designer would have to correct. I understand Compass games are directly working on this module, so you would have to contact them about this.
Looking at the module in the editor. It looks like the default wording is used for both the discard and the event decks. You might want to change the wording to be more descriptive, I hardly ever use the ‘reverse command’
