As for votes - I’m about 50/50 on this - some benefit a little more than others, but I think it’s pretty even across the board. I’m not interested in buying votes, but I would consider selling mine.

Regarding the current Bargaining step: I would have expected more discussion to happen here. I’m received some PMs regarding the offering of Promissory Notes. I think some may not have played by the rules:

Any PMs exchanged previously should be regarded irrelevant because I cannot track whether players have offered additional notes or made illegal agreements in that regard, e.g. “which note would you accept if I wanted you to vote the way I want?”)
So, unless players want to continue discussing the vote at hand, we should start with offering Promissory Notes. Players may offer ONE note or PASS.
Remember, you can all speed up the game by sending me Conditional Orders via PM even it is not your turn, i.e. if you plan on passing on Promissory Notes.

I am aware that the rules say each player may offer promissory notes in turn. However for the sake of game play, since each vote is made public and each exchange of promissory note is made public, there isn’t much of a point in doing it in that particular order, this way speeds up game play. I have offered Sol a promissory note to vote no.

I agree with you, JP, that we want to try to speed up the game. But where is the trouble in just sending me your future deals via PM as a conditional order? The way you want to do it publicly is not possible, because your note may be void in case a player before you offers a note to Sol himself. The whole point of conditional orders is to state your intent and have the GM evaluate all actions, allowing to speed up the game!
Perhaps I should define defaults for future Assembly cards, i.e. allowing a 24h limit after revealing all reps to send me PMs regarding promissory notes. All voting should be done via PMs as well, with optional conditions included (e.g. “I will vote FOR if player XY voted FOR.” or “I will abstain, unless…”).
The way the game runs at the moment, this could drag on forever…
Yes, but what are the odds that it will come up? Even if it does, the other person could just say “i’ll give you something better.” even though they do not know what they are being offered. I think in this case there should be some flexibility towards the rules. No one bargains like that.
