This seems pretty well known, but I happened to have logged it twice in the past 24 hours. In G1 – it blows up the game in Turn 5 headline. I was playing US in that game and reloaded and gave up Usuri instead (which stunk). In G2-- the players have a discussion about how to compensate given that they both know Arms Race would blow up the game. Both should provide good test scenarios for debugging.
