Twilight Struggle Solo Mode

Hi,
I’m trying to play Twilight Struggle offline, so I choose “Play Offline”, and after I set all my influence the game says “Waiting for USSR to place starting influence” and doesn’t place its influence, I waited for two hours but nothing.
Someone could help me?

PS I use Vassal 3.2.15 and the last version of the module

Vassal does not provide a computer opponent. When you select Solitaire, you have to play both sides.
