unable to commit to SVN

Is SVN broken at SF right now? When I try to commit, I get the following error:

svn: Commit failed (details follow): svn: MKACTIVITY of '/svnroot/vassalengine/!svn/act/59b51805-1b61-4461-a132-867411fe40e7': 403 Forbidden (https://vassalengine.svn.sourceforge.net)

Does this happen for anyone else?
