Unable to establish connection to server: Connection refused

I used to play this game In Russian Federation on this laptop.
But now I can not play. Currently I am in Germany. (I do not know if the location affects for working)

When I try to connect there is the following error:
- Unable to establish connection to server: Connection refused: connect

There’s nothing particualr to Germany which should be causing you a
problem. (I lived in Germany myself until October of last year.)

Are you behind a firewall which is blocking you? Does this happen
on every network you connect to?

You could connect your laptop to different networks. I assume that you’re
using wireless, since you said you’re using a laptop.

Are you having trouble connecting to our server via one particular
network, or via every one you try?

It definitely could be. Successfully connecting with the same laptop
over a different network makes it less likely that your laptop is the
problem. Failing to connect with the same laptop over a different
network makes me suspect that the problem is your laptop. Either way,
you learn something which helps you localize the problem.
