Upgrading to a newer version of Java

Test build:

vassalengine.sourceforge.net/builds/

3.2.18-svn9251 is compiled with Java 11 to work with Java 9 or later. It WILL NOT work with anything less than Java 9.

Please give this build a try and let me know what you find.
