Using vassal to keep track of campaign movement for wargame

I’ve seen a few other threads dealing with this subject but none have dealt with my question. My gaming group is playing a miniature game covering the seven years war. There are 8 player factions plus a judge (who also controls the neutral countries).

My idea is to have the players each conduct their movement and purchases, then send the turns to the judge who will then determine if any combat occurs.

It is also important that a player’s markers are hidden from the other factions. In short, the only person who would be able to see ALL factions markers would be the judge.

What would be the best way to go about accomplishing this?
