Vassal Will Not Start - 3.2.15

I have both 32 and 64 bit java, unistalled and reinstalled VASSAL, up to and including deleting the entire Vassal folder and reinstalling, permitted both Firewall and Anti-Virus to allows Vassal and every time I try to start the program the computer tries to load for a second and then nothing further happens.

If you have more than one version of Java installed at the same time,
that’s likely the problem.
