I would think that most bugs are reported via the feature in vassal itself, as such these bugs would not need moderation. Only those that areally manually entered on the website really requires moderation, and those are few if ever actually created I suspect

I asked for some advice for the tracker in #bugzilla on irc.mozilla.org,
and got the suggestion that we could set up a group into which all new
bugs are put for moderation, and those bugs would be viewable only by
the moderators before that. I’ve set that up in the tracker now. We’ll
see how that works.
