A couple of things that Zone Highlighting should have:
A zone highlight does not maintain ‘parity’ with the map when zooming in or out. The size remains the same. In this instance I’m talking about when a png image file is used.
Zone highlighting does not have a capability to be manually turned on/off (ie toggled). We can do that with layers, why not zone highlighting?
Concerning your second question, I think the Zone definition trait allows you to specify a property which controls which Zone Highlight should be displayed for that zone. Changing the value of that property will select which highlight is to be displayed. I assume it would be possible to define a transparent Zone Highlight which would implement your “no highlight” option. Would that satisfy?
True. But I still also need to ‘keep’ the original zone highlight display image for use as part of the toggle. I can most likely use 2 GPs for each weather zone and use triggers, GHKs or the like to do the ‘toggling’.
The driver for this is that a player has binocular vision distortion and he wants the ability to turn off the weather displays.
