Creating a map from scratch

Is there a relatively simple way to create a country map from scratch? I was able to scan a map of a country (that had roads, cities, etc) and VASSAL added the hex grid…but there was a lot on the map I did not want, as well as rivers, city dots, and roads not lining up nicely with the hexes.

I can get a .jpg of the country’s OUTLINE, then add cities/rivers/rough terrain in (gulp) paint…IF I had a hex grid. Can you save the entire map + grid as a .jpg from VASSAL? Or is there a graphics tool that adds a hexgrid?

If you’re creating a map from scratch, do it in SVG. (Suggested program:
Inkscape.) There are programs for creating hex grids. (E.g., mkhexgrid.)
